A service in its first year buys almost everything at once

Newly registered services have no incumbent suppliers, no framework agreements and no settled agency relationships. That window does not stay open.

What the first year actually looks like

A service that has just registered has to build a workforce, appoint a registered manager, fit out a site and establish supply for consumables, catering, laundry and waste. None of that is decided yet at the point it appears on the register, which is the only moment a new supplier is competing on merit rather than against an incumbent.

Reading the window correctly

Registration precedes trading: A service appears on the register before it opens its doors, not after.
A recent registration is already operating: By the time it is a month old it is trading and building its supplier list.
Not every entry is a new service: Around a third are ownership changes with suppliers already in place.
Community services outnumber homes: Most genuinely new registrations are domiciliary or supported living, not residential.
